What is a good, inexpensive hand-held vacuum cleaner?

I am looking to buy a good, inexpensive hand-held vacuum cleaner for a friend who lives in a dorm at college. Her room doesn’t have any carpeting (except for a rug), but the floor is not very clean. I know a lot of the ones I have looked at on the Target and Walmart sites are around $20. Are they any good? Which brand(s) do you prefer, and where can I find them? Please be specific! Thanks!

Here’s my rule of thumb on hand-held vacuum cleaners. Always opt for ones that are the plug-in variety (I just think that battery-operated ones don’t have the power that the AC ones do.)

I own a Dirt Devil classic….I like that one, it does a fair job.

I just got the Dirt Devil broom vac (cordless) for Christmas, but I returned it for the flip stick…it has a 25-ft. cord and has much better suction than the cordless one. It retails for $40. http://www.dirtdevil.com/Products/productDetail.aspx?id=32177

I would also advise a gift of the swiffer wet mop. Those are fabulous. I sure wish Swiffer would have been around when I was in college.
*I see now that you’re looking in the $20 price bracket….I don’t know if I’d buy anything that cheap….probably wouldn’t clean much if anything!
